When we think about choosing ingredients, climate conditions, and other factors for growing mushrooms, we first look at their natural environment and what they prefer.
Paper/cardboard works well for “wood-loving” species like Oysters, Reishi, Shiitake etc. (especially for Oysters!)
As one of the examples:

But Psilocybe Cubensis (all 200+ strains, including Hillbilly strain) are not wood-loving species. It’s not their preferred natural substrate. They mainly grow on hay, straw, palm leaves, coco coir, banana fronds, grain/seed hulls + poop (elephant, buffalo, cow, horse, turtle manure) in warm humid tropical and subtropical climates.
It's possible to grow P. Cubensis on a fruiting substrate based on paper/cardboard (or even on cotton fabric, towels, skein of thread), but it’s just not the best type of substrate for them...
P.S. If you're searching for wood-loving psi species, then Psilocybe Azurescens is one of them (and one of the most potent species among Psilocybe genus). But Psilocybe Azurescens are not Psilocybe Cubensis (it's completely different species!), they require more time and may be challenging for newbie growers
