Yes, its contaminated. You can smell it to make sure. My suggestion is to discard it quickly and if you wanted to smell it just do it outside your growing room to prevent it from spreading.
It looks like healthy mycelium growing on top. This is pretty common if haven't shaken the LC for a few days or weeks.
If you have any concerns, you can always test it on agar
